              • Operates the Resource Management System, a network ofcommanders, resource advisors, cost center managers, andtechnical advisors aligned to the Wing/GSU organizationalstructure and oriented towards the management.
              • Serves as the principal author for local resource managementpolicy development and publication.
              • Serves as the principal budgetary advisor to senior leadershipand top management personnel in maintaining balance, efficiency,and economy of operations to accomplish programmed objectives.
              • Oversees budget formulation, validation, compilation, andsubmission, requiring the frequent contact with commanders,resource advisors, higher headquarters (ANG/FMA), and fieldcounterparts.
              • Reviews initial funding (programmed or received) and devises andcarries out apportionment to base organizations ensuringfinancial continuity between fiscal years.
              • Follows up on approved distributions by ensuring the prompt andaccurate loading of fund targets to the accounting and supplysystems, and by notifying the affected unit?s resource advisor.
              • Monitors the execution of the overall annual operating budget.
              • Issues ?Call? for unfunded requirements that meet ANG/FMA BudgetExecution Review (BER) criteria ensuring timely notification,clear and concise instructions, and achievable ?suspenses? forall required financial actions.
              • Performs special studies and selective reviews of budgetaryprograms and procedures (e.g., conversions or missionchanges/additions).

                  • This is an excepted service position that requires membership ina compatible military assignment in the National Guard.

Failure to do so may result in termination.Military Grades: O1 thru O3 or Enlisted members eligible forcommissioningCompatible Military Assignments: 65FXIndividuals must meet the qualifications for the technicianposition but will have 1 year from date of hire to be assigned to acompatible MOS/AFSC in a compatible unit for the technician positionadvertised.GENERAL EXPERIENCE: All series personnel must be certified atthe next higher level before being eligible for that level and musthave a minimum of one year on-the-job experience in the gradeimmediately below the next higher level. An applicant must have avalidated understanding of the basic principles and concepts of theoccupational series and grade.SPECIALIZED EXPERIENCE: To qualify for the GS-0560-12Non-Supervisory Position, the candidate must be eligible forentry into the position's financial management certificationcareer program based on the position's GS-grade and/or thecandidate's military rank before final approval and appointment isprocessed. A candidate must have at least 36 months of financebudget Series experiences and competencies that provided in-depthknowledge of financial principles and procedures. Candidate musthave a comprehensive understanding of the principles and concepts ofthe National Guard financial budget business program requirements. Acandidate must have expanded experiences and training thatdemonstrates the abilities to lead, follow directions, read, retain,and understand a variety of instructions, regulations, policies andprocedures. As a condition of continued employment in theGS-0560-12 position, dependent on the position's certification leveland contingent on the employee's military rank, the employee mustcomplete the higher financial management certification within 24months of appointment to the position.PLEASE READ THIS CAREFULLYIndiana National Guard Federal Technicians will wait 18 MONTHSafter being selected for a tenure 1, 2, or 3 position beforeapplying for another Indiana National Guard Federal Technicianposition on USAJOBS.
